For the internal repository to have the packages it needs to serve an internal network, it must download those packages from a server on the internet. The official Rocky repository cannot handle the demand for updates from all desktops and servers on the internet, so a list of trusted mirrors exists around the world. Select one of these mirrors from which the internal repository will download.

The official Rocky Mirrorlist is here: https://mirror.rockylinux.org/mirrormanager/. The mirror you choose must support rsync. Other than that, choose a mirror which is geographically close to your internal repository.
