This message from Windows indicates that the User is trying to authenticate with a different Security Key than the one they used to register.
This could happen if the user used the wrong FIDO credential to register i.e. used Windows Hello to register instead of the security key. In this case SKFS Admin can delete the registered credential by using the SKFS Client deregister service. The user can then register again with the correct security key which they mean to use.
