Change SKSO default from JDK 11 to JDK 21

With the OpenJDK 11 reaching end of life later this year, the StrongKey Sign-On(SKSO) software has been upgraded to use OpenJDK 21 by default - (version 21.0.3.0.9-1 at the time of release).

The software has been updated to support SKFS 4.13.3.
